WITH reference to your letter of the 28th February, enclosing a copy of Sir J.

India Office, March 7, 1911. Jordan's telegram No. 61 of that date, regarding the opium negotiations with the Chinese Government, I am directed by the Secretary of State for India in Council to enclose, for Sir E. Grey's information, a copy of a telegram from the Government of India, dated the 3rd March, and to suggest that Sir J. Jordan should be instructed to act in the sense of the views therein expressed.

March 3, 1911. WITH reference to your telegram of the 28th February and telegram from Jordan No. 61 of same date. It will satisfy us if Jordan concludes the best arrange- ment he can. On the understanding that a satisfactory arrangement is arrived at, including the withdrawal of the irregular imposts levied at Canton, no objection would be raised by us to the 400 taels, but this should be regarded as an outside rate to be held in reserve.
